Please request a login if you don’t have one (or tell it that you forgot your password if you have logged in before). Check the Event Calendar to see if the date you would like is available. Then submit the electronic request. The clubhouse coordinator will contact you to let you know where to drop off the paperwork and checks. The paperwork is located under HOA Documents, then Clubhouse.

Did you know that you can begin paying your 2020 assessments/dues now?

The 2019 assessment of $750 was due January 1st, 2019 and was considered late after January 31, 2019.
Once you have paid your current yearly assessment in full you can begin making payments toward your next assessment (annual dues) via check or credit card. You can make monthly, bi-monthly, quarterly or whatever frequency you choose to make payments toward your next assessment. Please send your 2019 assessment payments to Morning View, P.O. Box 65851, Phoenix, AZ 85082-5851 or go online to www.morningviewhoa.com or www.cmacommunities.com, Click LINKS then select e-Check or Credit Card.  Please note that your assessment will incur a late fee after January 31, 2019.  Again, once your current assessment is paid in full for the year you can begin making payments toward the next annual assessment. Please contact Dennis White, Association Manager, if you have any questions about making payments toward your 2019 annual assessment.

In January 2010 the Board voted to institute an administrative fee for all Homeowners who are still delinquent after March 15th of any year in order to receive pool tags for the upcoming season. This fee will be in addition to the late fee charged on all accounts delinquent after January 31st. The mailing of the pools tags is a huge administrative task involving recording the pool tag numbers for each address and separating out the Homeowners still delinquent at the time of mailing preparations. It becomes an added task requiring additional time to mail out individual pool tags for those who’ve waited until the pool opens for the season, thus an administrative fee will be collected from those individuals prior to the mailing of their pool tags.

Any account still delinquent after March 15, 2019 will also incur an administrative fee of $75 in addition to the late fee of $75 and payment of all fees will be required prior to receiving pool tags.

ARC VOLUNTEERS NEEDED

The architectural review committee (ARC) is looking for residents with paint/decorating knowledge who are willing to volunteer 2-5 hours a week reviewing paint/roof modification requests. Volunteers cannot have current violations pending nor can they be past due on assessments. If interested please forward your name, address and contact information to Amanda Evans.
Dog Reminders

Be sure your dog is a Canine Good Citizen in our neighborhood! 

Just like our residents, our furry friends are part of the community. So, how can you be sure your dog is being a good citizen? Fortunately, we have county ordinances and HOA covenants to guide us. Because the county ordinances are so specific, the HOA covenants are fairly simple:

1) No livestock or poultry are allowed. (Sorry, you’ll have to get your eggs at the supermarket!)
2) Use a leash. All animals must be leashed when not confined to the owner’s property.
3) Pick up after your dog. Remember to take a bag with you when you walk Fido! Pet waste is a serious environmental concern. It causes the main type of water pollution found in our area – fecal coliform bacteria. Picking up pet waste helps to minimize this issue.
While the HOA rules can be summed up with these 3 main points, the county rules go much further to define responsible pet ownership. For complete details, see the Gwinnet County Animal Control Ordinance by going to https://www.gwinnettcounty.com/static/departments/animal_welfare/pdf/Animal_Control_Ordinance.pdf. Below are summary points in the ordinance that most likely apply to our community:

1) Reasonable care and precautions must be taken to prevent a dog from leaving the owner’s property. So, Fido can’t just wander freely without supervision whether on the owner’s property or not.
2) Dogs cannot be tethered on the owner’s property when the owner is not outside with the dog. (Supervision is the key to compliance!)
3) All dogs and cats residing in the unincorporated areas of Gwinnett County must have a current rabies tag and certificate from a licensed vet. The tag must be worn when the pet any time the pet is outdoors.
4) It is the duty of all animal owners to be responsible owners. This means that it is the owner’s duty to take all necessary steps and precautions to protect others from injury and property from damage resulting from their pet’s actions.
5) Dogs are not allowed to bark for more than 15 minutes without interruption or for more than 30 minutes if the noise is intermittent. Please be kind to your neighbor’s ears!

Our HOA can only do so much to enforce responsible dog ownership. It is our responsibility as good neighbors to be courteous and abide by the convents and county ordinances. To report a problematic animal situation, contact Gwinnett County Animal Control at 770-339-3200.

A MESSAGE FROM THE MVHOA BOARD PRESIDENT


Fellow Residents,

Several residents have complained about receiving compliance letters from the HOA. The first letter sent to you is a gentle reminder that you are in violation of the covenants or architectural standards. If you receive a compliance letter you should fix the item addressed. If you cannot fix it due to any reason please email our property manager, Dennis White or a board member.  

If we don’t hear from you and the violation continues you will receive a second letter advising you of possible fines if the violation is not addressed. If you receive a second letter and you cannot fix the violation immediately please contact Amanda or a board member to avoid possible fines.

If you are being fined, please contact Dennis or a board member to discuss your specific situation and a timeline for the issue to be resolved. Failure to contact us may result in your case being turned over to our attorneys. Once with the attorneys, our ability to resolve the issue without financial consequences is limited.

The Board is legally obligated to enforce the covenants and architectural standards. We do so in an unbiased and fair manner. Sometimes residents find themselves in a situation where certain violations may need more time to be resolved. Always contact Amanda or a board member if you find yourself in this situation.

A Message From Your Architectural Review Committee
  
The Covenants are a legally binding document that defines all the parameters that are automatically agreed to when you purchased property within the community. Among other things, it defines the “User Restrictions and Rules” that define how residents are expected to maintain our property. The Design Guidelines provide a working level application of the Covenants. Both are available on the MorningView website.  After you submit your request and it has been uploaded to the system you will receive an email confirmation with a link to a letter stating that your request is being reviewed. Please check your junk mail for that automated response from the system.

The Board of Directors, at the 01-11-14 HOA meeting, approved revised language to the Design Guidelines regarding fining. The additional language is as follows:  Any project started prior to receiving approval from the ARC is subject to a fine of $500 plus a $25 per day fine until the removal or correction of the modification to the original state. 

PAINTING 
The MorningView Paint Committee has spent endless hours updating the paint trend throughout the neighborhood over the past few years. Please remember that ALL painting needs to be approved prior to beginning work and this includes painting the same color. There are a few colors in the neighborhood that will not be approved any longer. Please make sure to send in your request prior to painting. If you would like some suggestions, please visit the nearest Sherwin Williams store for a list of recommended color selections. Please remember that these colors may not work for every home and we don’t want the same color too many times within the same neighborhood. In addition, the Committee is asking anyone that is painting a different color scheme to paint samples on the front of their home for review. 

ROOFS 
Many roofs have been recently replaced or need to be replaced very soon. Please remember to submit your request for roof replacement even if you want to replace the same color. The ARC Committee requires all roofs to be Architectural style shingles. Please note that the ARC Committee drafted a Resolution to allow Black, Charcoal or Weathered Wood roofs in Architectural style to be automatically approved. 

TREE REMOVAL 
 Although in some cases tree removal can be accomplished without an associated tree replacement, tree removal requests must also be accompanied by an associated tree replenishment landscaping plan in order to prevent the decimation of trees within the community. Please note that in cases of multiple tree removal a Board approved Arborist may be required prior to any conditional approvals. 

GROUND COVER – MULCH/PINE STRAW 
Please maintain your ground cover with natural colored pine straw or mulch when needed. Lawns must be mowed every 7 days during the growing season. Additionally, please make sure that you are treating your lawn regularly (generally 4-6 times per year). 

MAILBOXES 
Please make sure to review your mailbox for any necessary maintenance such as cleaning, painting or repairs. Please remember that each individual neighborhood has their own designated style of mailbox.  We are at a stage in the community that many mailboxes need to be painted. Please repaint your mailbox black and your flag the original red along with making sure that you numbers are clearly visible. If you need replacement parts for your mailbox we have found two (2) vendors that can help you with that.  You are welcome to find another vendor if neither of these work for you.

If you would like to paint your mailbox yourself the recommended colors and finish follow:

December 7th  - Breakfast with Santa
Please Join Us for the 2019 Morning View Annual Breakfast with Santa!!

Santa and Mrs. Clause will be there with Ho Ho Ho’s and hugs for both children and adults. Tell Santa what you would like to have for Christmas. He already knows if you have been good or bad this year! 
Weather permitting, we’ll have a petting zoo of farm animals, a train for you to ride, and live music from the NGHS Orchestra.

Breakfast will be set up in the children’s wing, and Santa and Mrs. Clause will be in front of the fireplace in the adult wing of the clubhouse. Pictures will be taken beginning at 9:00 am by our professional photographer Todd Patience.

Please bring an unwrapped gift to donate to Toys for Tots.  There will be bins outside the children’s wing for the gifts to be deposited. 

Santa is looking forward to seeing all of you this year, so be good for goodness sake and have your toy lists ready!
